Consoles and gaming rigs are too expensive for parents to buy their kids. Kids are playing whatever they can get to run on the potato chromebooks they have for school, or whatever hand me down business laptop their parent gives them.
Even as an old, who has made his own games for over 30 years, and is working on a more ambitious one now: I got a little sick of clicking on zombies to smack them with a mace, walking around shooting a pistol at enemies, or paying the yearly renewal fee for Madden or Fifa. Retro is also still all over the competitive scene - Starcraft vs SC 2, Gamecube Smash vs Current iteration, or SFII Turbo vs New Street Fighter.
I don't think that it's nostalgia that drives Gen Z's interest in retro games. Retro games are just a purer and more intense experience than many AAA games. Many modern games lack interactivity. They are closer to movies than to actual games. Compared to something like Quake, this is an incredibly watered-down experience.

like with anything, we're homesick for a future we didn't, but swear we thought we saw it coming.
